Op 17 februari 2003 is de Stichting Uganda Primary and Secondary School Support Scheme (UP4S) opgericht door de Oegandese Sylvia Mbabazi uit Deventer.
Purpose of this foundation:
The purpose of the foundation is: to support, promote and/or redevelop primary and secondary education in the Republic of Uganda and to improve the social situation there, and furthermore all that is directly and indirectly related or conducive to the above, all in the broadest sense.
Achieving the goal by:
- Paying school fees and purchasing school supplies for children from a socio-economically disadvantaged background;
- Supporting primary and secondary education in the broadest sense;
- Advising on educational programs and methods;
- Sending out community workers, executives and other persons with specific skills;
- Setting up exchange programs to promote expertise;
- Cooperating with related organizations in the Netherlands and Uganda.
The assets of the foundation are formed by:
- The assets granted by the founder to achieve the purpose of the foundation;
- Grants and donations;
- Gifts, inheritances and legacies;
- All other acquisitions and income.

Remuneration Policy
In the Netherlands, the Up4s foundation works exclusively with unpaid volunteers. The costs incurred in the Netherlands relate to management costs (bank and postage costs, registration costs of the Chamber of Commerce, accountant, rental of storage space for goods to be shipped, etc.) and PR costs (e.g. printing of information material, DVDs, website costs, etc.).
The annual accounts for the period 2004 to 2019 show that the annual costs incurred in the Netherlands average 2.3% of the annual income of the foundation. This more than satisfies the requirement set by the tax authorities for an ANBI.
